Yes it's a modem/router in one from my isp and have done a factory reset on that with no luck. We're also now having problems with the wifi after this problem started so now I'm starting to think the issue arising after the Windows update might've been a coincidence. We're calling to get a new one and will most likely upgrade to a proper setup soon.

Hello, I am Claudeir, I am a user and an independent consultant, it is very important to me that all your questions are answered and that you have a positive experience.
-I understand, and when you turn on the PC, how is the signal on the taskbar network in the right corner, it gets a yellow exclamation?
Well, I saw that you have already done several tests, which leads us to the hypothesis that it may be a hardware problem, in your network card, which apparently is corrupting the drivers, forcing you to reset the network drivers every time turn on the PC, my suggestion would be that you connect to the internet through a Wifi adapter or even through a PCI network adapter, so we would be sure if the problem comes from the hardware or the system itself.
But for now, follow these two steps and see if the problem still happens:
-Clean boot:
Clean boot is used to determine if a background program is interfering with the system or optimizing system loading.
For clean boot follow the steps below:
On the Desktop, simultaneously press the Windows + R keys to open Run;
In the Run Menu, type the command msconfig and click OK to open the System Configuration;
On the Services tab, check the option Hide all Microsoft services and Click Disable All;
Click Apply and OK;
Restart the computer.
NOTE: This procedure disables all third-party services and programs. You can later, if the problem is solved in this way, selectively enable the programs and services that will start with Windows, instead of keeping all disabled. If the problem returns after activating the startup of a specific service or program, the problem is exactly in the startup of this software and it is recommended to remove it.
-Safe Mode
Safe mode starts Windows with a minimal set of drivers and services. If a problem does not reappear when you restart your PC in safe mode, consider that the cause of the problem is not in the default settings and basic device drivers and services.
Press Windows + R and type MSconfig.
Click on the System Startup tab.
And check the Safe and Minimum Boot option.
Press Apply and Ok, now click on the restart now option.
Now test and see if the behavior is repeated, if not repeated it means that some program at startup is causing this behavior and to solve it I advise you to perform a clean boot of the system.
In case this doesn't work, there is no point in going through several processes and steps that will not generate results for you, because, as you said, you followed several recommendations and none resolved, so my recommendation is still testing with a wifi or network adapter , to find out if this is due to a hardware problem.

Thanks for your help. There is no yellow error displaying on the network icon. It says I'm connected but really am not. I've gone ahead and done what you recommended and here's what I found:
Clean boot - Network still displays as "Network 2". Enabled wifi and am connected but no internet (same thing is happening on my phone which reinforces my thoughts that this is purely an issue with my router/modem). Performing a network reset while on wifi and ethernet unplugged does NOT work. This fix is only working with the ethernet connection.
Safe mode - No connection at all with wifi or ethernet and can't diagnose while in safe mode.
So to recap, I've done a fresh install of Windows and the problem persisted, connection still not working in clean boot or safe mode. Shouldn't be an issue with a program or driver then. Wifi connection does not work on pc or phone currently and have done a factory reset on my isp provided router/modem (which sucks and am not surprised it finally gave out by the way).
So if this is the case then it must be a problem with my router/modem. What I've found so far with that is the router seems to have too many devices connected to it and is not allowing any device over a certain amount to be connected to the internet at all despite the device displaying that it is connected to the wifi properly and there is internet access. We tested this by removing all devices from the network and only having my phone connected and it then worked, however, after adding more devices my phone lost the internet access while remaining connected to the network. I know we aren't overloading the network because we only have 4-5 devices total connected (3 phones, laptop, chromecast) at a time which seems quite normal and hasn't been a problem for years.

It can really be a problem in the router / modem, now that you have informed me about your phone, and that in other devices the problem also happens, really, it can be a problem in the router / modem firware that is not supporting a certain capacity of devices , therefore, I recommend that you contact the support of your internet provider to exchange the equipment and brows, I await your response.

We are going to call our isp this weekend to arrange for a new router. Hopefully after that the problem goes away. I'm relieved at least that it doesn't seem to be an issue with my pc. Thanks for helping me work this out!
